Tseng began the final round tied for 10th place at even-par, trailing his classmate Daniel Svärd and Purdue's Herman Sekne by four strokes.
On the last day of the tournament, Tseng delivered a flawless performance, carding an impressive 8-under 62, the lowest score of the entire event.
His round featured an eagle on the par-4 third hole and six birdies, including a remarkable stretch of three consecutive birdies from the 12th through the 14th hole.
Surratt, the runner-up at the 2022 U.S. Junior Amateur, posted scores of 69-68-66, finishing just one shot behind Tseng with a total of 7-under 203.
Daniel Svärd, the 36-hole co-leader, carded rounds of 67-69-70 to secure a fourth-place finish at 4-under 206, making it two Northwestern University golfers finishing inside the top 10 on the leaderboard.
In the team competition, the Tennessee Volunteers clinched the championship trophy with impressive rounds of 280-280-270, shooting a 10-under total of 830, seven strokes better than Northwestern and Indiana, both of which finished as joint runners-up at 3-under 83.
